Articolo 3

The project of Articolo 3 – Observatory on Discrimination has been started within the events coordinated by the Province of Mantua to celebrate January 27th, Holocaust Memorial Day.

Articolo 3 has been set up in Mantua by representatives of the Hebrew Community, Institute for Contemporary History, Institute for Sinti Culture, SucarDrom Association and ArciGay. Such people are the symbolical (and in some cases real) children and grandchildren of those who have been persecuted by the Nazi and Fascist regimes.

Thus, since its very first day, the Association has counted among its members people belonging to several minorities: Roma and Sinti, Hebrews, people with disabilities, Muslims, exponents of the Lesbian-Gay-Bisexual-Transexual community and migrants work alongside representatives of the majority community, in order to detect and fight discrimination and racism.

The Staff

Today, Articolo 3’s staff is made of: two full-time and four part-time researchers/activists, mostly from minority backgrounds; five volunteers participating in the monitoring work and in the weekly editorial staff’s meetings; two volunteers taking care of the Excel archive. Along with these people, Articolo 3 can count on a number of external contributors, supporters and collaborators, who from time to time write articles and help in the organization of the association’s special events.

The board of directors is composed by:

  • President: Fabio Norsa (also the President of Mantua’s Hebrew Community),
  • Vice President: Maria Bacchi (Institute for Contemporary Institute),
  • Treasurer: Davide Provenzano (also the President of Mantua’s ArciGay) and
  • Secretary: Carlo Berini (from SucarDrom Association). 


Mainly three activities constitute the daily work of Articolo 3. On the one hand, it daily monitors the newspapers of Lombardy region: Data Stampa Agency provides Articolo 3 with about 350 articles per week, selected thorough some relevant key-words, allowing the staff to analyse the ways the press represent cultural and religious minorities and deals with their rights, demands and issues. A weekly newsletter guides its 1500 addressees into the press review, detecting cases of incorrect or incomplete information, discriminating language, dissemination of stereotypes, hate speech. 

On the other hand, Articolo 3 acts as a means of juridical contrast, through its Antidiscrimination Desk, whose aims are: providing mediation and legal advice to victims of discrimination; spreading among the minorities increasing confidence and awareness of their rights, supporting their activism and direct participation; disseminating among the different sectors of society a correct perception of the seriousness of discrimination, in order to remove them.  

Articolo 3 is constantly engaged in its cultural work as well, since it believes knowledge, culture  and in-depth information to be as fundamental in the fight against discrimination as its other activities: this work includes seminars and public conventions, meetings with students and teachers, articles and reports.

Articolo 3 has been since 2011 a ‘local spot’ of UNAR (National Office Against Racial Discrimination) for the Province of Mantua, thanks to an agreement signed with such Office by the Municipality and the Province of Mantua.

Articolo 3 is based on a small network of four associations, but it counts many relationships with the civil society of Mantua.

Articolo 3 meets the requirements in all its main targets:

  • overall number of people (target 7): actual number 16
  • number of minorities represented (target 3): actual number 4.

Moreover, Articolo 3 has always stressed the importance of the gender issue, therefore it is proud to acknowledge a balanced gender composition (female ratio 56%).
